Use the paper type of Matte Photo Paper instead. The Other Fine Art Paper has mandatory large margins, and does not allow you to create a custom paper size. Print output will be identical with either paper setting, so you won't be sacrificing quality.

This is not true. Only the fine art paper settings use matte black ink. The Matte setting uses photo black ink.

I also have a Canon Pro-10 and recently bought a box of 25 Entradalopes (Rag Bright 190). I downloaded the ICC Profile for Entrada Rag Bright (there wan't a separate profile for the Entradalope). Before I break the seal on the box, does anyone know if I set the paper size in Lightroom CC to B5 (with the Matte Photo Paper Setting), it will correctly place my print on the bottom half of the Entradalope Card?

I would recommend creating a custom paper size in your print driver instead of using B5. The flat card sheets are 7 x 10 inches, while B5 is 6.9 x 9.8 in- very close, but when trying to create even borders you'll have some difficulty. Once you have created your custom sheet size, in the LR Print module you can create a template with the print centered on half the sheet.
The ICC profile you downloaded is correct- Entrada sheets, rolls, and Entradalopes all use the same ICC profile.

I am trying to set up the Entradalopes Natural on my Pro-10 and it tells me I can't use the "Other Fine Art Paper 1" with either a custom 7x10 or B5 paper size. I have downloaded the ICC and put it where the instructions said but page set up in Lightroom 5.4 says no to the combination.
